APPLICATION AND ASSIGNMENT

National qualifications are prepared by study groups that are formed by VQA or by the organizations that apply to VQA for preparing qualifications.

The organizations that volunteer to prepare qualifications apply to VQA with an official letter that declares their application along with ‘’the form of application for preparation of national qualifications’’

The applications of these organizations are evaluated according to the following criteria:

To have human and physical capacity, knowledge and experience necessary for process management,

Ensuring that experts who work in the field of education, assessment and evaluation are assigned in the qualification development team,

Having a plan for the pilot study which is to be conducted with the aim of determining the methods and procedures for the achievement of the qualification, the minimum amount of testing materials needed, criteria for being an evaluator,

Effective participation of the related parties (social parties, education world) in the preparation process of qualifications.

Note: The organizations may apply to prepare both qualifications and standards concurrently. ‘’A protocol of cooperation for preparing standards and qualifications’’ is signed with the organizations whose application is accepted.

"A protocol for the preparation of national qualifications’’ is signed with the organizations whose appliation is found appropriate as a result of the evaluations made by VQA.
